Anthropic Reverses Hidden Refusal Policy for Frontier AI Developers

Anthropic will now visibly refuse — rather than silently conceal — Claude's denials of requests from rival frontier model builders.

Anthropic has reversed a policy under which its Claude models would silently refuse — without acknowledgment — requests that appeared to come from developers working on competing frontier AI models. The reversal was confirmed by Anthropic and flagged by developer Simon Willison (@simonw), who described the original behavior as "unaligned." Under the updated policy, Claude will still decline these requests, but will now do so transparently rather than covertly.

The change closes a disclosure gap that had no parallel in Claude's handling of other sensitive categories. Refusals for cybersecurity, biology, and similar high-risk topics were already visible — users could see when the model declined. Extending that same transparency to requests from apparent AI competitors matters for anyone evaluating Claude for enterprise or research use: a model that conceals its own refusals raises direct questions about reliability and auditability, particularly in regulated or safety-critical deployment contexts.
